Ken,
My technique is this.

First obtain an external underwater light meter and meter the ambient light condions with the meter to determine your manual camera settings.
Though your camers setting are done manually the strobe is still on TTL unless you choose manual setting on the strobe itself.

Second with the strobe set on TTL adjust the ISO on your camera to regulate the TTL exposure compensation on your cameras external flash. If I am shooting ISO 100 speed film I set the ISO for the nikonos V camera at between 200 and 400. This only controls the flash and since the camera actual aperture and shutter speed is determined by the external meter you end up using the ISO on the camera to regulate the amount of fill flash.


A second method is to use the camera in full manual with and external meter for shutter and aperture and regulate stobe compensation manually by either manually turning the power down or regulating the strobe subject distance in a way that you are one to two stops under full strobe exposure for the distance being used. Experiment with different setting and you will end up with your own technique.

Of course this does not work at night when you use full strobe illumination.
