It should have eventually switched to a Rapid Blink Orange light indicating that it had fully charged the battery and was now in trickle charge mode.
With a Rapid Blink Green light and no charging (that doesn't occur with any other Ike battery), it sounds like a dead battery to me.
But hey, try the manufacturer Ikelite to see what they think at 317-923-4523 or ikelite @ikelite.com.
